If you are looking for an affordable, neutral matte eyeshadow palette that works, and has great blend ability, then you should check out this palette from e.l.f cosmetics. 
This is the Mad for Matte Eyeshadow Palette, a $10.00, 10-pan, full-matte Eyeshadow palette.
For a dollar a shadow, this is excellent quality! The shadows are soft, they blend well, and together they can create any eye look, from a beautiful everyday look to a sexy, smokey look for the night. 
This palette has everything you can ask for in a neutral, matte eyeshadow palette. 


There is a bit of fall out, but that is expected in matte shadows. I noticed that matte shadows are a bit hard and more powdery than shimmers and velvet shadows. Even with the fallout, I still enjoyed using this very much. It's just an easy palette to use.
